I have the honour to transmit the enclosed
letter which I have caused to be addressed to Mr. A. Shelton-Ho oper
who has left the Colony owing to ill health and is not likely to
return.

The letter speaks for itself. Mr. Shelton- -Hooper has done much useful work for this Government, and I should
be glad if the letter could be forwarded to him under cover of one endorsing in some measure on behalf of the Secretary of State for the Colonies the appreciation of Mr. Shelton-Hooper's public spirit.
Such an act would I feel sure be much valued by
him.
